I have a Viessmann Vitocaldens 222-F hybrid with heat pump (222.A29).
In the service manual item 2000 should allow adjustment of the nominal room temperature in steps of 0.1°C but the adjustment occurs in steps of 1°C.
The setting on the Vitotrol 200A remote control also only allows setting in 1°C increments.
Is fine tuning possible? Is it possible to indicate decimal degrees for the desired ambient temperature?

The German manual describes the resolution of the value. 1 corresponds to 0.1°c, not the accuracy of the adjustability, this is 10.
Basically, you can also set 21.7° room temperature, if you adjust the heating characteristic accordingly in level and inclination. So you have set par2000 to 22° and due to the heating characteristics your rooms are heated up to 21.7°
The setting of this parameter 2000 is rather dimensionless, as long as the heating curve is not correct.
