The valve itself has 4 screws in total: the 2 screws in front only hold the motor, while the 2 screws in the back hold the complete valve (motor included). You can get the motor off just by unscrewing the first 2 screws and for this there is no need to empty the boiler. Once the motor is off you can see the valve and move it (back and forth) with a plier. Only in case you need to change the whole assembly you need to first purge the water from the boiler.
